About Funding for The Way Home


The Coalition for the Homeless (Coalition), as lead agency to The Way Home (the local Continuum of Care [CoC]), is tasked with coordinating, planning, and preparing the annual application for the U.S. Department of Housing and Urban Development (HUD) CoC Notice of Funding Opportunity (NOFO) Competition. The HUD CoC NOFO competition brings in roughly $45million to our CoC on an annual basis; which provides critical resources for those experiencing homelessness in our community.


In addition to managing the HUD CoC NOFO competition, the Coalition also works to source other federal, state, local, and private dollars to meet the needs of people and families experiencing homelessness. Learn more here.

Lead Agency Technical Assistance Support


Technical assistance (TA) is the process of providing targeted support to an organization with the focus on building skills that will improve the organization, program, and/or the services they provide. It is an effective method for building the capacity of an organization.

 

Lead Agency Technical Assistance seeks to:

  • Support a nonprofit organization to build and expand its internal capacity
  • Strengthen the capacity of nonprofit sector to function more effectively and efficiently
  • Build skills to expand impact and effectiveness of those they serve
  • Incorporate new and improve methods, tools, or technology

About the HUD CoC NOFO Competition


A major function of the Coalition for the Homeless (CFTH) as lead agency to The Way Home, is to prepare the annual application to the U.S. Department of Housing & Urban Development (HUD) for Continuum of Care (CoC) McKinney-Vento Homeless Assistance funding. These resources are invaluable for providing housing and supportive services for people experiencing homelessness. These funds are made available through a national competition announced each year in HUD’s Notice of Funding Opportunity (NOFO) Competition. Applications must demonstrate broad community participation and identify resources and gaps in the community’s approach to providing permanent housing and other critical services that address homelessness. 


Each year, HUD requires each CoC to review the performance of CoC-funded projects within its geographic area and to use their performance to rank renewal and new projects in order of their funding priority for the annual NOFO Competition. The purpose of this system is to indicate to HUD the relative funding priorities of projects within a CoC.

FY24 CoC NOFO Competition Information:

The U.S. Department of Housing and Urban Development (HUD) has not yet announced the Annual Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 Continuum of Care (CoC) Competition. As the Lead Agency to The Way Home CoC (TX-700, Cities of Houston/Pasadena & Harris/Fort Bend/Montgomery Counties), the Coalition for the Homeless will run the local competition to ensure that we submit our CoC Application for the Annual NOFO.


As with prior NOFOs, Continuums of Care will have the opportunity to renew existing projects, apply for new projects, and/or reallocate resources from lower-performing projects to better serve people experiencing homelessness.     Purpose and Background:

    Committee Missions: 

    Members will engage in a process grounded in fairness, transparency, and objectivity, using performance-based scoring and selection priorities endorsed by The Way Home Steering Committee. This procedure aims to ensure that our submissions are not only competitive but also closely aligned with system priorities and HUD's policy objectives. Recommendations finalized by the committees will undergo a review and approval process by the Steering Committee before submission to HUD. 


    Participation Criteria: 

    We seek participants who reflect the diversity of our community, with a keen understanding of homelessness and housing challenges in the region. This includes representation from various sectors, subpopulations, and geographic areas covered by The Way Home, including Houston and Harris, Fort Bend, and Montgomery counties. We are committed to fostering an environment where every voice is heard and valued, aligning with HUD's commitment to inclusivity and equitable access to housing. 


    Member Participation Requirements for the NOFO Competition Review: 

    To ensure a thorough and impactful review process, all NOFO Competition committee members are expected to dedicate approximately 20 hours to application assessments, presentations, and meetings. Recognizing the valuable insights brought by individuals with direct experience of homelessness, we offer compensation for their participation in line with our CFTH Lived Experience Compensation Policy. This approach underlines our commitment to equitable participation and acknowledges the expertise of those with lived experiences.  


    Members are required to affirm that they do not have any conflicts of interest with the applicants under review. This declaration is essential to maintain the integrity and impartiality of the evaluation process. 


    For the accurate and unbiased recording of overall scores, CFTHstaff will typically undertake this responsibility. However, in instances where the lead agency itself is an applicant, a designated lead member from the review committee will assume the role of recording scores. This procedure ensures transparency and fairness in the evaluation process, aligning with our commitment to an equitable review mechanism.

    • Montgomery County (County employees or appointees) 
    • City of Pasadena (City employees or appointees) 
    • Healthcare Sector (Professionals working in or appointed by a healthcare organization) 
    • Victim Service Providers (Professionals working in or appointed by a Victim Service Provider) 

    2 Seats: Youth System (Members or representatives of the Youth Advisory Board) 

    1 Seat: Veteran System (Professionals working in or appointed by a Veteran Partners

    2024 Provider Input Workgroup (Competition Focus):

    To participate, providers must be in good standing with the CoC, as determined at the discretion of the lead agency, and actively involved in the Homeless Management Information System (HMIS). 


    Seats Available: 

    • Minimum 3: NOFO-funded agency representatives 
    • At least 1: YHDP-funded agency representative 
    • Minimum 2: Representatives from agencies currently not receiving NOFO funding

The Provider Input Workgroup meetings are scheduled to commence towards the end of April, and the Review Committee meetings will begin in May.

FY23 CoC NOFO Competition

FY23 CoC NOFO Competition Information:

On July 5, 2023, the U.S. Department of Housing and Urban Development (HUD) announced the Annual Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2022 Continuum of Care (CoC) Competition. The Annual NOFO is providing $3.1 billion of funding available for homeless service organizations across the country. As the Lead Agency to The Way Home CoC (TX-700, Cities of Houston/Pasadena & Harris/Fort Bend/Montgomery Counties), the Coalition for the Homeless is running a local competition to ensure that we submit our CoC Application for the Annual NOFO (Funding Opportunity FR-6700-N-25).


FY23’s funding opportunity makes available the largest amount of funding under the Continuum of Care program competition in history! As with prior NOFOs, Continuums of Care will have the opportunity to renew existing projects, apply for new projects, and to reallocate resources from lower performing projects to better serve people experiencing homelessness.

On Monday, January 29, the U.S. Department of Housing and Urban Development (HUD) announced the awards of the FY 2023 Continuum of Care (CoC) Competition - over $59 million was awarded to The Way Home (TX-700) - a $13 million difference from our CoC's award last year of $46 million!

    2023 Annual NOFO Review Committee and the CoC Provider Input Workgroup (Competition Focus):


    The Coalition for the Homeless of Houston/Harris County is seeking qualified and impartial individuals to join two important committees on behalf of The Way Home, our local homeless response system: the 2023 Annual NOFO Review Committee and the CoC Provider Input Workgroup (Competition Focus).


    Every year, the U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to assess and rank the performance of CoC-funded projects within their region. This performance evaluation is then used to prioritize funding for both renewed and new projects in the annual Notice of Funding Opportunity (NOFO) Competition. The objective of this process is to inform HUD of the CoC's funding priorities for projects in their region.


    Members of these committees should have a comprehensive understanding of homelessness and housing in the area and must represent the relevant sectors, subpopulations, and geographic regions that make up The Way Home, including Houston and Harris, Fort Bend, and Montgomery counties. The Way Home has a policy of transparency and objectivity in determining the allocation of funding.


    The 2023 NOFO Rating & Ranking Committee and CoC Provider Input Workgroup are committed to ensuring that The Way Home puts forward the most competitive and system priority-aligned applications. The committee and workgroup will use performance-based scoring criteria and selection priorities that are approved by The Way Home Steering Committee to determine how well each project addresses HUD's policy priorities. Final recommendations will be reviewed and approved by the Steering Committee before submission to HUD.

Site Visits - CoC NOFO Funded Agencies:

The HMIS and CoC Programs team are currently conducting Site Visits with all CoC NOFO-Funded Agencies. To ensure a smooth process, please send any requested Site Visit information to Angel Garmon at Agarmon@homelesshouston.org no later than one week before your scheduled visit. This will allow our team enough time to review your program policies and ensure that they align with CoC standards.

  • City of Conroe & Montgomery County

    The Montgomery County Community Development Department administers funding for federal housing programs for the County; including but not limited to CDBG, ESG, HOME, and ADDI. Click here to learn more.

    HOME-ARP Information:

    The U.S. Department of Housing and Urban Development (HUD) has notified Montgomery County that it has been allocated $2,548,899.00 in HOME-ARP Program funds. 


    In order to receive the HOME-ARP grant, the County is required to submit a HOME-ARP

    Allocation Plan to HUD for review. The HOME-ARP Allocation Plan must describe how the

    County intends to distribute its HOME-ARP funds, including how it will use these funds to

    The City of Pasadena expects to receive approximately $2,446,039 in federal grants for 2024:

    The City of Pasadena Community Development Department has concluded the planning and development process for the 2023 CDBG/HOME/ESG Consolidated Program Year. Funding will be prioritized for the benefit of primarily the low- to moderate-income population within the City of Pasadena.

    Consolidated Plans, Annual Action Plans, and CAPERs

    HUD Description: The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. 


    The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. 


    Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).

    Community Development Block Grant (CDBG)

    CDBG HUD Description: The Community Development Block Grant (CDBG) Program supports community development activities to build stronger and more resilient communities. To support community development, activities are identified through an ongoing process. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, code enforcement, homeowner assistance, etc.

    Emergency Solutions Grant (ESG) 

    ESG HUD Description: The Emergency Solutions Grants (ESG) program works to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.


    The program provides funding to:

    • Engage homeless individuals and families living on the street;
    • Improve the number and quality of emergency shelters for homeless individuals and families;
    • Help operate these shelters;
    • Provide essential services to shelter residents;
    • Rapidly re-house homeless individuals and families; and
    • Prevent families and individuals from becoming homeless.

    ESG funds may be used for these five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, Homeless Management Information System (HMIS), as well as up to 7.5% of a recipient’s allocation can be used for administrative activities.

  • Fiscal Year (FY) 2022 Special NOFO

    Background

    On June 22, 2022, the U.S. Department of Housing and Urban Development (HUD) announced a Special Notice of Funding Opportunity to Address Unsheltered and Rural Homelessness (“Special NOFO”). The Special NOFO makes $322 million in competitive funding available to communities to address unsheltered and rural homelessness.


    Per HUD's press release, the package includes “grant funds along with additional vouchers that will enhance communities’ capacity to humanely and effectively address unsheltered homelessness by connecting vulnerable individuals and families to housing, health care, and supportive services” and it “strongly promotes partnerships with health care organizations, public housing authorities and mainstream housing providers, and people with lived experience and expertise of homelessness.”

    Each year, the U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to review the performance of CoC-funded projects within its region and to use their performance to rank renewal and *new projects in order of their funding priority for the annual Notice of Funding Opportunity (NOFO) Competition. The purpose of this system is to indicate to HUD the relative funding priorities of projects within a CoC.


    Members should be knowledgeable about homelessness and housing in the area and broadly representative of the relevant sectors, subpopulations, and the geographic regions that make up The Way Home (i.e., Houston and Harris, Fort Bend, and Montgomery counties). It is the policy of the CoC, called The Way Home, to have an objective and transparent process for determining the allocation of funding.


    The 2022 NOFO Rating & Ranking Committee and CoC Provider Input Workgroup will be committed to ensuring the CoC puts forward the most competitive and system priority aligned applications. The committee and workgroup will use objective, performance based scoring criteria and selection priorities that are approved by The Way Home Steering Committee to determine the extent to which each project addresses HUD’s policy priorities. All final recommendations will be brought forth to the Steering Committee for review and approval, prior to submission to HUD.

    The Rating & Ranking Committee will be composed of representatives from various groups, including non-profit homeless services and housing providers; housing developers; city representatives; county representatives; mental health; substance abuse; veteran's services; and consumers (people with lived experience of homelessness). You will be invited to fill out a short application and Conflict of Interest form to determine eligibility; a list of backup representatives will be maintained. 


    The RRC will meet year-round to effectively implement a CoC Notice of Funding Opportunity (NOFO) Planning process, including the release of the CoC NOFO application. Active participation in the Rating and Ranking Committee is key to our system's success.

    The Texas Department of Housing and Community Affairs (TDHCA) opened up the opportunity for local Continuum of Cares to host a local competition in lieu of TDHCA reviewing and awarding funds under Emergency Solutions Grants (ESG) passed through the department. As the Lead Agency for the TX-700/The Way Home Continuum of Care, the Coalition submitted an application to host this local competition.     The Way Home ESG CARES II Applications 

    The State of Texas received funding via the Coronavirus Aid, Relief and Economic Security (CARES) Act, of which just over $9M has been identified for The Way Home Continuum of Care. This funding is used to prevent, prepare for and respond to COVID-19, prioritizing homeless prevention and rapid re-housing (in particular, the organization’s plan to use landlord incentives, as allowed in HUD CPD Notice 20-08, and the organization’s plan to collaborate with landlords that shows staff members identified to conduct outreach to and negotiation with owners as outlined in 24 CFR §576.105(b)). YHDP Funding Opportunities Archive


In September 2021, The Way Home Continuum of Care (CoC), our local homeless response system, received the fourth-highest award in the country -- $10 million from the U.S. Department of Housing and Urban Development (HUD) -- for the Youth Homeless Demonstration Program (YHDP). The YHDP provides our community with the funding, technical assistance, and flexibility to develop and implement a coordinated community approach to youth homelessness that matches the needs, assets, constraints, and preferences of our community stakeholders.


The YHDP is an exciting new initiative designed to prevent and end youth homelessness. The goal of the YHDP is to support The Way Home in the development and implementation of a Coordinated Community Plan (CCP) to prevent and end youth homelessness. We are excited to announce that The Way Home YHDP CCP was approved by HUD on April 26, 2022!
