HMIS Planning Process for Houston/Harris County TexasIn 2001, The Coaltion for the Homeless of Houston/Harris County became the lead agency to coordinate the Houston/Harris County Single Continuum of Care’s (CoC) HMIS implementation process. In early 2002, CFTH invited service providers from Houston and surrounding counties to participate in an HMIS Kick-off Summit at the University of Houston campus. The daylong summit informed service providers of HUD’s HMIS initiative and invited providers to participate in the planning process. A follow-up summit was held in mid year, 2002 to finialize the implementation and roll out process. Several subcommittees were created at this conference to address the various aspects of the HMIS planning.

Since the initial HMIS rollout in late 2003, the Coalition has utilized the following two web-based database systems:
- ServicePoint by Bowman Systems LLC, from November 2003 to August 2008
- ClientTrack by Data Systems International, from August 2008
